The MSC Assessment District was formed pursuant to the Municipal Improvement Act of 1913 and the Improvement Bond Act of 1915. Coastland performed all assessment engineering services necessary to finance over $5.5 million of significant roadway improvements; including 1.5 miles of roadway extensions, reconstruction and overlays, three 36-foot wide arch culvert creek crossings, storm drain outfalls, utility extensions, new travel lanes and bike lanes, electrical facilities, rail crossings, median islands, lighting, traffic signals and landscaping. Coastland later provided project management and design services for this major roadway improvement project.
