As the appointed assessment engineer for the American Canyon Road East Assessment District, Coastland performed all assessment engineering in accordance with the 1913/1915 Act Special Assessment District for the City. This District financed $18.4 million of improvements to reconstruct portions of American Canyon Road East, Flosden Road and Donaldson Road. The Assessment District involved over 700 parcels. Coastland worked closely with the consulting design engineer, City, developer and bond counsel to formulate an equitable and defensible method of spreading costs. Our team developed the engineer’s report, developed and coordinated the distribution of special ballots (per Proposition 218), conducted information meetings and made presentations to the City Council for approval and adoption.
