Coastland | DCCM has an immediate opening for a Senior Engineer in our Santa Rosa and Fairfield offices. Responsibilities will include professional civil engineering work in the planning, design, technical investigation review, plan check, and construction of projects in the areas of transportation, sewer, water, storm drain, hydraulics, and/or structural engineering.
About the Role:
The Senior Engineer prepares engineering proposals, work estimates, engineering studies and reports; assists in development and implementation of goals; supervises and assists others in the preparation of complex designs, plans, specifications, estimates, schedules, reports, development plan/map/drainage review, pavement management, and other engineering services, proposals and budgets; serves as the client point-of-contact and as design lead on projects; .assists with the development and management of client contacts and relationships.
Essential Functions:
- Conduct technical research on engineering problems.
- Establish and maintain effective working relationships with employees and clients.
- Trains professional and technical staff.
- Assist in the development and implementation of goals, objectives, and priorities for the engineering division.
- Management of projects, including quality control and verifying budgets are managed appropriately.
- Development of plans, estimates, and schedules for construction and major repair of public infrastructure.
- Participate in the preparation of special engineering studies and reports.
- Confer with others on project priorities and progress; participate in planning, progress, and design review meetings.
- Provide technical design assistance to project team members.
- Participate in the preparation of proposals (including preparation of project scopes and fees) and budgets.
- Participate in client management, maintain positive professional relationships, and development efforts.
- Participate in or oversee the review of private development plans, maps, and drainage calculations.
- Performs all the essential functions of the Associate Engineer.
Job Specifications:
Knowledge of:
- Principles and practices of civil engineering, including applying techniques, procedures, and equipment to the design and production of various goods and services.
- Modern developments, current literature, and sources of information regarding civil engineering, design, and construction standards, and building codes and ordinances.
- Methods and techniques of field data collection, tabulation, and analysis.
- Computer applications relating to civil engineering analysis and engineering mathematics.
- Fiscal management and budgeting.
- Principles and practices of contract administration and project management and evaluation.
- Means, materials, methods, equipment, and tools involved in the construction, repair, operation, and maintenance of public works facilities.
- Business and management principles are involved in resource allocation, leadership technique, production methods, project management, quality control, and coordination of people and resources.
- Structure and content of the English language including the meaning and spelling of words, rules of composition, and grammar.
- Basic supervisory principles and practices.
- Applicable federal and state laws and regulations; modern developments, current literature, and other sources of information regarding the assigned area(s) of engineering.
- Principles and practices of workplace and jobsite safety.
- Local, State and Federal ordinances, laws, regulations and requirements and their effect on the design, construction, operation, and maintenance of public works infrastructure projects.

- Perform research, analyze data, and develop and present recommendations on complex engineering projects.
- Prepare proposals, schedules, and work estimates.
- Understand projects goals, options, opportunities, and constraints and advise clients and other staff regarding preferred approaches to meeting project objectives.
Minimum Requirements:
Any combination equivalent to the education and experience likely to provide the required knowledge and abilities would be qualifying. A typical way to gain such knowledge and abilities would be:
- Bachelor’s degree from an accredited college or university in an engineering discipline related to the area of assignment.
- Possession of a Certificate of Registration as a Professional Engineer issued in the State of California, and in good standing with the State Board of Professional Engineers and Land Surveyors.
- Possession of a valid California Class C driver’s license.
